Maybe. But that's a causal conclusion we cannot make based on this data. We can only draw such causal conclusions when are able to measure the same organization with and without SAFe (or one of the other frameworks), which is almost impossible methodologically.

Perhaps the implementation of a scaling framework is effectively a meaning-providing ritual that creates buy-in from management and a narrative to drive change in a way that those organizations understand.
